The nett increase due to creation of new poets as shown

in the statement is $72,640. of this amount $21,528 is for pay

of the Staff in connection with the departmental disposal of re-

fuse, and bullock traction of dust-carts, vide No12, page 62

of the Estimates. From this note it will be seen that this sum

together with increases under Other Charges, is nearly counter-

balanced by a saving of $35,442 on the "Scavenging" and "New Year

Cleansing" votes, leaving a nett increase of $2,488 for 1911.

Apportion half of this amount to Personal Emoluments (the other

half being apportioned to Other Charges), and the amount p21,528

is roduced to $20,284. $20,284, then, is the amount that can be

exactly covered by the saving above montioned, and it should be

deducted from the increase due to creation of new poets; 1.0.

$72,640 less $20,284 = $52,356.

If from this sum are deducted $297 for a 6th Grudo

Shroff, Stamp office; $220 for a temporary Assistant Surveyor, Harbour Master's Department; $4,114 for an Assistant Engineer, and $840 for 2 Temporary Foromen, P.W.D. (which are all purely ten- porary appointments), the nett permanent incrouse will be only $46,886, which is made up of appointmente that are, as shown in

the "Remarks" column in the Statement, absolutely necessary.
